Philip_Weems Philip Weems, Managing Partner, KING & SPALDING

Philip Weems is co-head of King & Spalding’s Global Energy Practice and Managing Partner of the Firm’s Middle East Offices in Dubai, Riyadh and Abu Dhabi. He is based in Dubai, having relocated from Houston. Mr. Weems specializes in global energy and infrastructure transactions with a concentration on LNG / gas matters, upstream transactions and energy maritime issues. He also serves as an arbitrator of international oil and gas disputes (AAA and LCIA).
Mr. Weems' commentaries on structuring LNG projects were quoted in International Petroleum Transactions (2nd Edition 2000), a textbook published by the Rocky Mountain Mineral Law Foundation and authored by Professors Smith, Dzienkowski, Anderson, Conine, Kramer and Lowe. He created, edited and co-authored Enforcement of Money Judgments Abroad, a two volume book published by Matthew Bender and Juris Publishing (1998-1997).

His LNG experience includes significant, “cutting-edge” export, transport and import projects, such as:

  • greenfield LNG project in Nigeria;
  • in relation to the planned Singapore LNG Terminal, the Aggregator Agreement with BG and LNG Terminal Agreement with PowerGas;
  • terminal use agreements and related LNG contracts for the Freeport and Cheniere terminals, two of the largest multi-user terminals in the world;
  • time charters for the “Energy Bridge” LNG fleet, the world’s first on-board regasification vessels; and
  • ex-ship and FOB sales to Asian buyers with quantities exceeding 8 million tons per annum.


Amelia_Jalleh Amelia Jalleh
, Counsel, KING & SPALDING

Amelia Jalleh is a counsel with King & Spalding, based in the firm’s Dubai office. Her practice covers a broad range of energy and resources matters, with a focus on upstream oil and gas transactions.

She has considerable experience in helping major and independent oil and gas companies in all aspects of international exploration, development, production and operations activities, both onshore and offshore. She has drafted and advised in respect of joint venture, project development and other investment agreements, development and production sharing agreements, farm-ins, operating agreements, gas sales and gas transportation agreements, and related transactional documents in relation to LNG, coal seam gas and conventional oil and gas projects in Australia, Bahrain, Egypt, Indonesia, Italy, Kyrgyzstan, Papua New Guinea, Singapore, Tunisia, Turkey and Vietnam.

In addition, she has acted for major energy, infrastructure and industrial clients in respect of company mergers, acquisitions and dispositions, joint ventures and strategic investments in Saudi Arabia, Mauritania, Australia, Egypt, Indonesia, Papua New Guinea and the United States.


RUDOLF_HUBER Rudolf Huber
, Head of Business Development, ECONGAS

Rudolf is a professional negotiator and is involved in all LNG negotiation lines EconGas currently follows through.  He helped secure first Regasification capacity for EconGas at the GATE terminal in 2007 and actively helps to lay down the foundations of Shippers cooperation. Rudolf has recently been named Head of Business Development of EconGas and as such is responsible for strategic oversight of LNG.

He remains deeply involved in the structuring and negotiation of all sorts of term agreements.  He heads the LNG shipping team and is responsible for strategic supply. He also shapes policy on the short-term and trading aspects of the business and helps develop and implement the necessary auxiliary functions such as Risk Management and financial expertise. His new position allows him to broaden his view and consider the impact LNG has on the EconGas business model in order to optimize and integrate.  Rudolf has not been an energy man since his tender youth.  A lawyer by training, he has acquired the necessary skills on the beat.
